The Department of Food & Civil Supplies and Consumers Affairs undertakes the following activities:
§ Public Distribution System (PDS) of essential commodities with a view to maintain and secure equitable distribution and availability of Specified Food Articles at Fair Prices Shops by enforcing Essential Commodities Act, 1955 and various Control Orders.
§ Consumer Affairs for protection of the interests of consumers. State Commission and District Fora for the redressal of consumer disputes under the Consumer Protection Act, 1986.
§ Enforcement of the Standards of Weights and Measures Act, 1976 and Weights and Measures (Enforcement) Act, 1985 and rules made thereunder.

| (3) Public Distribution System (PDS) :- |
| |
| The U.T. Administration of Dadra and Nagar Haveli view the Targeted Public Distribution System (TPDS) as an important constituent of a strategy for ensuring Food Security of the targeted Population by ensuring availability of monthly quota foodgrains and kerosene to them as per their entitlement and availability of the stocks. The Administration is committed to implement the TPDS to the best advantage of the beneficiaries with full transparency and efficiency of operation and accountability of authorities implementing it. |
Specified food articles namely Rice Wheat and Kerosene are being distributed through Fair Price Shops Networks under Public Distribution System at the approved Government Rates to Consumer /Ration Card holders. |

| (4) How to get a new Ration Cards:- |
A. A Ration Card is issued to any Indian who is permanent resident of
the U.T of Dadra and Nagar Haveli |
B. Application for issue of new ration cards, duplicate ration cards, addition, deletion, change of address, change of Head of family, change of name, change of fair price shop, change of minor to major and surrender of bifurcation of ration card etc. is being received at single window in the Collectorate, Dadra and Nagar Haveli Silvassa. The acknowledge receipt is being given by the in charge single window indicating the date on which the ration card can be collected by the applicant provided all the correct & required information is given by the applicant. The ration card holder is being suitably advised and guided regarding the Fair Price Shop at which the could register for obtaining their entitled PDS material and also being written in the ration card. |
| C. Criteria for Distribution of foodgrains :- |
| The category wise distribution of foodgrains is as under; |
| ==>Above Poverty line (APL) Category : |
There are about 53492 families under this category. The allocation of foodgrains by the Government of India for Rice 156 MT per month Wheat is 24 MT per month. which to be distributed among the above said families. The department is distributing 7 kg rice & 3 kg wheat to beneficiaries under the category. |
| ==>Below Poverty Line (BPL) Category :- |
The BPL list of 2002 is put on hold due to objection received from the public. And the BPL list of 1997 is continue till further finalization of revised list. The allocation for this category by the Government of India for rice is 395 MT per month & wheat 24 MT per month. Therefore the department has fixed quantum of 33 kg rice and 2 kg wheat per card per month for this category. |
| ==>Antyodaya Anna Yojana (AAY) Category :- |
About 5200 families have been identified under the scheme by
the Development and Planning Officer, DNH, Silvassa and ration cards have been issued by this department to them. The allocation for this category by Government of India for rice is 170 MT per month and wheat 13 MT per month. Therefore the department has fixed quantum of 33 kg rice and 2 kg wheat per card per month. |
| ==>Annapurna Scheme :- |
About 380 persons have been identified under this category and
the person having age of more then 65 years and not availing benefit of National Old Age pension scheme or state pension scheme are being distributed 10 kg of foodgrains free of cost every moth. |

| D. Duties of Card Holders :- |
1. Ration Card Should be kept in safe custody and in no case this should be given to any other Person/PDS holder.
2. While drawing ration, the card holder must check the quality/quantity and weighing of the commodity and he must ensure the receipt of the same made in their ration card.
3. In case of loss/damage of the ration card/change/addition/deletion in the entries of the ration card, the cards holder shall immediately contact the concerned circle office. No overwriting/alteration in their ration card should be done by the card holders.
4. In the event of death and migration of any family member out of Dadra and Nagar Haveli U.T. for more than 3 month, the name of person should be deleted from the ration card.
5. Any BPL/AAY card holder, not covered under the said category has to surrender the ration card and get APL card prepared afresh. |

1. According to Consumer Protection Act,1986 one who
buys any goods or services for a consideration as
Consumer. The users of such goods or services with the
permission of buyer is also a consumer.
NOTE: A person can not be a consumer who has
purchased any item with commercial purpose
or for sale.

2. Complaint can be lodged by –
a. A Consumer
b. Any register Voluntary Consumer Organization.
c. Central Government.
d. State Government/NCR.
e. One or more consumer having common aim.

3. The procedure for lodging a complaint –
The complain can be lodged by Post or by the complainant himself or by authorizing any person alongwith the cash memo/bill etc. Generally, 4-6 copies of the complaint are necessarily required. |

| The Department of Weights and Measures is implementing Standards Weights and Measures (Enforcement) Act, 1985 and Rules made there under. The Weights and Measures of the Traders and other establishment is being certified by the Department. During the year 2008-2009, 949 Nos. of Traders have got their Weight and Measures certified.
