THE MAMLATDAR OFFICE, DADRA AND NAGAR HAVELI, SILVASSA
The Union Territory of Dadra and Nagar Haveli was under Portuguese regime and was liberated in 1954 and merged with Union of India in 1961. The geographical area of the Territory is 491 Sq. Kms. According to the Census of 2001 the population of this Territory is 2.20.451. The Territory is surrounded of Valsad District (Gujarat State) on west side and Thana District (Maharashtra State) on south side. This U.T. Is consisting of 72 villages. The 72 villages have been divided into 11 Patelads with administrative units at local village level for the purpose of land and other revenue related works. 
Mamlatdar Setup
The basic functions of the Mamlatdar are to maintain Land Records in accordance with the provisions of Dadra and Nagar Haveli Land Revenue Administration Regulation, 1971, and includes effecting mutation entries on account of sale transfer, assignment, gift, heir ship, entries, regarding partition of land, hearing proceeding for disputes relating to records of right of way to Agriculture original fields etc. The works relating to permission for sale of land and non agricultural use of land are also attended by the Mamlatdar Office.

The Mamlatdar has been delegated with powers of Executive Magistrate. All cases under section 107, 109, 110 and 145 Cr. P. C. are conducted by the Mamlatdar as Executive Magistrate. He is also District Registrar of Births and Deaths and Superintendent of Sub Jail, Silvassa. He has to supervise the Sub Treasury and registering Branch also. He is appointed as Asstt. Electoral Registration Officer for preparation of Electoral Roll and smooth conduct of election.

The other main function of office of the Mamlatdar is issuing various certificate viz. Domicile Certificate, Caste Certificate, OBC Certificate, Residential Certificate, Income Certificate and Solvency Certificate, Valuation Certificate in respect of lands are also issued by this office

BIRTHS & DEATHS:The Patel Talaties are Registering Birth and Death for their respective Patelads. They maintain record of Births and Deaths as per provisions of the Registration of Births & Deaths Act, 1969 & rules made thereunder. The Mamlatdar is the District Registrar under the said Act.

SUBJAIL, SILVASSA: In this Union Territory, there is one Sub Jail established for the purpose of detention of prisoners at Silvassa. Under trial prisoners and convicted prisoners up to imprisonment of three months are kept in the Sub Jail. Adequate facilities of water, sanitation and lightning have been provided at the Sub Jail.

For the administration purposes, the Jail Manual of Goa, Daman & Diu is adopted and followed for Sub Jail management. The inmates at the Sub Jail are supplied with two times meals i.e. In the morning and evening through annual contract basis with the supplier as per the quantity prescribed in the Sub Jail Manual of Goa, Daman and Diu.

There is no independent post of Jail Superintendent or Jailor. The Mamlatdar, functions as the Jail Superintendent and one Govt. employee of Assistant rank of the department has been entrusted with the work of Assistant Suptd. Of Jail and one Assistant as Jailor in addition to his own duties. There is no separate guard staff exclusively for Sub Jail. The Police personnels are managing the guard duties under the supervison of Company Commander of I.R.B.N.

SUB TREASURY OFFICE:The office is working under Control of District Treasury Officer, Valsad so far as the accounts are concerned. The Collector is Controlling Officer as per Central Treasury Rules and Mamlatdar is DDO for pay and allowances for treasury Staff.

LAND REVENUE:During the financial year 2005-06, the land Revenue recovery was Rs. 8.43.452/- at present the land records pertaining to form No. 7x12 and 8-A have been computerized.

SUB REGISTRAR:During the calendar year 2005-06 total 2767 Nos. of documents were presented for registration and 2767 Nos. documents were registered.

Further the steps are being initiated for the registration of document by computerized system in the office of the Sub Registrar.

GRANT OF LOANS UNDER LOW INCOME GROUP SCHEME & MIDDLE INCOME GROUP SCHEME:The Revenue Department is implementing Low Income Group and Middle Income Group Housing Scheme under 20 Point Programme. Fund is being allotted by the Government of India for these schemes. During the last year 2005-06 the Government of India had allotted Rs. 1.00 lakh for the above said schemes. During the year 2005-06 no person came forward & applied for loan and hence no loans were sanctioned.
